The Food Safety and Standards Authority of India (FSSAI), under the Ministry of Health and Family Welfare, issued an official order on March 13, 2026, regarding the implementation of revised turnover thresholds for food businesses. This order, identified as F. No. RCD-01002/1/2021-Regulatory-FSSAI-Part(1), aims to update the categorization of Food Business Operators (FBOs) for Registration, State Licenses, and Central Licenses.
Background and Regulatory Context
The revisions follow recommendations from NITI Aayog’s High Level Committee on Non-Financial Regulatory Reforms. These changes were formally notified through a Gazette Notification dated March 10, 2026, which amended the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011.
Beyond turnover adjustments, the amended regulations also address:
- Dual compliance requirements for the registration of street food vendors.
- The perpetual validity of FSSAI registrations and licenses, which will now be subject to risk-based inspections.
- Provisions allowing the Food Authority to specify turnover thresholds and other categorization criteria periodically.
The New Turnover Thresholds
Under the powers conferred by the amended regulations, the FSSAI has implemented the following revised limits for the categorization of food businesses:
